Setup Steps

1. Separate river tiles, river start, river end. Place the river start tile face-up in the center of the table (distinct back identifies it) the rest of the river shuffled face down, with river end on the bottom. 2. Shuffle the remaining 71 tiles face-down into several stacks within reach of all players. 3. Place the scoreboard near the table edge. 4. Each player picks a color and takes 8 followers. 5. Place 1 follower on space 0 of the scoreboard as scoring marker. 6. Keep remaining 7 followers in personal supply in front of you. 7. The player who most recently visited a walled city goes first (or determine randomly); play proceeds clockwise. 8. Take turns placing river tiles until the river is built. The river can not have two identical 90 degree turns placed consecutively (aka no turning the river around in two tiles). 9. Start normal play: draw a tile, place a tiles, (optional) place a figure.
